Put the sugar in a saucepan with 500 ml of mineral water and the spices and make it clear. While doing this, skim a few times with a slotted spoon. Remove from the heat and take out the spices. Stir in the rose essence and the food coloring. The color should be hearty, as the syrup will be diluted as a beverage. Cool. Soak the tulsi seeds in 250 ml of water.
